The human eye can only take about 22fps. The reason that 30fps does not seem absolutely completely smooth to you, is because computers are not perfect. Sure you get 30fps, but sometimes you are going to get 20frames in 0.5 seconds meaning the other half of that second only receives 10 frames, which is 20fps.
I believe it is also "impossible" for your monitor to display a greater fps than your refresh rate, however the same rule applies, get as high an fps as possible so that you can make your the monitor is emitting a frame for every Hz.
