My guess would be yes, it will have a 64bit version of the game since Bungie claims H2V will take full advantage of DX10 capabilities, and to truly do so, would be add 64bit app support... hopefully even multi-threaded for them good ol' dual core cpus (and of course, upcoming Quad Core CPU's next year).

Oh, and I forgot to add...
So he asked a question. I say a legit one, since I did a search for 64 (as in 64bit) in the H2V FAQ and all I found was a mention that H2V will sadly, not work for the Commodore64 system. :(
I also tried the good ol' google system of search.

nothing. Just other people's questions. And aga, if you wish to prove us wrong, let's see a quote from the H2V FAQ and a link to exactly where it is instead of flaming, which btw, if you ever visited the PP Forums which I moderate, would've taken out the PP Septor of pain, and... well, yeah, kinda obvious where it goes from there. :)
Btw folks, that's one of the main reasons I don't visit here no more.. I've moved up the ranks of a bigger forum, and now moderate the FPS section. Pure Pwnage baby. ;)
