erm, the Halo in the game was for containing flood. The rest are only said to be for killing the flood's food. If the flood already exsisted on other installations, what would be the point in any 1 Halo stopping their spread? They'd already Be spread throughout the galaxy, on hundreds of other installations. Not very effective way of stopping their spread huh.
And umm, do you have Any idea what implications it would have if Bungie decided that the Earth should be taken over by parasitic life forms? There'd be trouble, to say the least. The issue of the covenant attacking Earth is more than enough for a storyline. If the flood did return, it'd be a really lame thing to do because it'd make Halo2 into a Halo1 re-make. Bungie aren't that lame.
Since you brought up the issue of 'theories', I've read the Halo sequel book, First Strike. I know what happened after Halo 1's finish, in great detail. There's this thing called a Shaw Fujikawa Drive, which allows ships to use slipspace to cover large distances. It takes a very long time to get to earth even with this method. So exactly how is the monitor meant to have got all the way to the next installation, which considering they have a "maximum effective radius of something-thousand light years" they're not going to be close together, without this drive? And even if he did, how would he get the flood to earth?
Here's the clincher though:
The Monitor Was Built To Contain The Flood That's Why He Tries To Make You Activate Halo In The First Place. So why would he go and unleash a load more flood? He's programmed to contain them not spread them.
