I like the idea of someone losing their flagging privileges if they screw around with it too much, but wouldn't all these PM's clog up the mod's inboxes? Perhaps it would be best for the system to only send PM's to those mods signed in to the site.
Yeah, because mods don't already get a bajillion PMs a day? Pfft, it wouldn't clog up the inbox, just adds more. It sounds like a great idea. I'm not sure why we don't have a little bit of authority to do more to weed out the bad ones.

SPOOOOOOOOOOOOOOOOOOON!

I think that this might eventually cut down on the PM's that mods receive. Provided that once a thread is flagged, it doesn't send out anymore PMs.

Imagine this. As you said, it's sent to all moderators when it happens. But what if a really fast moderator is like BAM BAM DONE and then another moderator who was away from the computer for a minute or so comes, there's nothing there, and he then punishes the user for submitting a false form.

That could be easily fixed, I just like pointing out flaws in people's ideas. :P

Well what if the mod decides to block him after an "x" amount of false reports?

YAY problem fixed!

Most mods typically don't like to block members, but what if they got a button to block flags, or simply removed the flag button on their accounts?

Osmosis!

Would this new option give the mods another icon in their top bar? You know how when you get a PM, the mail message comes up, what about a wee flag or something for the mods?

Simple method of fixing. (and simple implementation concept)

What if instead of PMing all the mods the button sent a flag into a flags database. The flags are then visible to mods on a special page in their HFCS Group as a resource. The moderator, after checking the flagged thread, simply marks the flag as responded to. As such other mods will be able to see a particular flag has been attended to. Other tables in the database could track member's flagging frequencfy, number of bad flags, and other useful info. If a user is abusive the flags are marked as a lower priority / less plausible.
