That is an interesting line if you look into it deeply enough. Instead
of rejoicing at the sight of the M.C., the soldier just remarks that
he didn't think they would send a Spartan, as if it wouldn't make
a difference. I guess if an entire Alien Armada was hovering
above your planet and has been kicking your ass around the
galaxy for as long as you can remember, your attitude wouldn't
be so hot either.
As far as other Spartans go, the line could be indicative of that,
but you don't really know how much the soldiers know about
the Spartan program and it's successes and/or failures, so
for all he knows the Spartans are undefeated, or completely
wiped out, save the Chief.
