Ok after literally looking for this file for hours I managed to come across an even better way to fix this problem.
Download this program called "DXTweaker"
Now for anyone who does have a nVidia Chip and wants Active Camo this is what you have to do:
1: Open DXTweaker and hit the new button, then in the properties section you have to browse to Halos EXE file.
2: Click the active button.
3: Click the text that says "modules to load", scroll down until you find "Ident Changer", check the box (first click will bring down options, second click will check it).
4: In the properties section (It will drop down as soon as you click it), enter this information:
Driver: ati2dvag.dll
Description:
Device Name: Radeon X1900 Series
Driver Version: 6.14.10.6599
Vendor ID: 1002
Device ID: 724B
Sub SystemID: B121002
Revision: 0x0000
now these are just values I pulled off some random dudes Dxdiag, any ATi settings should work (now you are tricking Halo into thinking you have a X1900 graphics card).
5: Click the text "Projects" and the program list should drop down, all you need to do now is hit the start button.
Furthermore this method is even better then the one I was originally looking for. The one I spoke of first you needed to download a DLL file and put it in the shaders directory, this would fix the active Camo, but mess up the multiplayer text. After testing this DXTweaker method, I've noticed I have the true active camo, and the multiplayer text (it may just be because I have a GeForce7 but IDK, give it a go for yourself).
Im also aware of other programs like 3danalyzer which can also change your device ID (I couldn't get it to work though), and 3danalyzer can software render shaders if your card does not support them.
