I used to have the same problems. After I got a new computer, namely one with DSL instead of dial up, I got some updates and I was fine.
Recently it hasn't been acting "normal". Used to, before the last update, I could join any of the servers that weren't locked. When I joined a server, I didn't lag [much] and my ping never got over 200. This was on the old computer, which emerged sometime around 1999 as a sleek, hot rod word processor. Now, with my new computer, and the new update, I can't (Negotiating Connection to Server...Retrying Server (4)...Cannot Connect) join any server outside of a 85-120 ping window, and many servers don't even show a ping. When I find one joinable, my ping rests around 200-300 and I warp. If I find a close server, its fine. I ran a program that "magically scans a configures your connection settings to maximize your internet speeds!" and it said most of my ports were "not open". I skipped Modems 101 and I don't know what a port is. Is this my computer or not? That is, if you actually read that post. It does remain on subject (playing halo pc online).
