Now, cartoons and such I know are 25F/S... but for gaming? I can't stand anything below 35F/S cause then I can feel my game visually lagging. The difference between 30F/S and for say 50F/S is noticeable if you are used to a higher frame rate. If you have a lower-end videocard? use NO VSYNC, cause your framerate in game will be higher on average than 30F/S cause the cap actually causes your computer to send less information to the videocard, and wastes CPU cycles ignoring some frames, that's why there is a slight framerate loss even between VSYNC and no VSYNC.
In HaloPC? cause I have a massive vidcard, I use VSYNC. That way I get great frame rates and no visual tearing (no VSYNC on my card causes a lot of tearing...)
Now, another thing I wanna add, is that the visual tearing? it's dependent on the monitor actually, cause the monitor can't keep up. I believe LCD's suffer more from this problem since their response time is slower than CRT's.
But yes, in the end? it's up to the user what you are satisfied with, so I hope you take some of what I've said on the matter of no VSYNC visual tearing, and wether or not to use VSYNC.
Btw, VSYNC option in halo defaults to the monitor's default refresh rate, which is 60F/S max. My CRT can do 75Hz at 1024x768, so I changed mine to that. ;)
