k so i get about 50 fps average in game
and i have the full version on fraps, i have it set to record at 30 fps
but it still only records at 15 - 20
i know its supposed to slow down your comp when recording, but even when i turn all my settings up and i get around 70 fps it still only records around 20, which is nearly impossible to play at.

This is a very common problem, to get better, but not perfect fps, u need to uninstall fraps and reinstall it 3 times. It sounds stupid, but it always works. Do it and tell us if it worked.

Why does this sound like "press Alt+F4 for hacks"?

Anyway in my experience FRAPS chops your framerate in half, so unless you get a solid 60 FPS or better it going to hate it.

Or 50-ish (since that chops it into 25) as well. Anywhere around 25-30 while running Fraps is ok for gameplay.
