The reason why there are so many variation of the heavy weapon is because they're not meant to work on infantry. There are more vehicles and much larger multiplayer stages in Halo 2 so the more powerful weaponry will be necessary.
Note that you can jump three times higher then before and that rockets don't track infantry. THUS... a rocket at any distance fired at a Spartan is a wasted rocket. Thet Spartan just leaps and is safe from being hit except by a little splash. Meanwhile you've just peppered your enemy with shells from your battle rifle and are coming out ahead.
Now, should the crazy person try and use the rocket launcher point blank... *lol* Good luck, he'll likely blow himself to smithereens along with you.
I should also point out that the Emergency Brake and the Boost functions were implemented to balance Rocket Tracking.
You have to think about the entire game as a concept and not just the singular weapon in a Halo 1 context.
