Just how else are you going to have a group get enough members to be a good group (that is, active members)? Almost all of the groups I have joined I was notified of through either friends or private messages.
Sure, just getting "I've been watching you on the forums and I have noticed you are an active member, come join my Arbiter group" is incredibly annoying, but it's not like my day is ruined. If I get a group invite, I shoot something back to the member, asking that member why I would enjoy the group. If the member can give me a reasonable answer, I give the group a little trial.
I've sent one or two invitations in my days here, and while I don't like sending them, and the reasons why are long and personal, the invites I sent were personal messages that were actually for those specific members. And they worked. So maybe what you should be hating is template invites, not group invites as a whole. Invites can actually be good things.
