Nobody said gaming was going to be cheap. I'm not saying that it's a good thing if Microsoft likes to rip people off of their money, but you know, they're supposed to make money, after all, they're not a charity. They make money to put five-thousand dollar bread on the fifty-thousand dollar gold-plated antique table. It doesn't matter if Halo 2 would run just as well on XP or not, the fact is that it is much better overall in terms of progress if Halo 2 is made Vista-exclusive. Progress is the result. Windows XP is dying, and everybody will have to move to Vista eventually.
Oh, by the way, one thing about your argument is something that really irritates me. "It is a bit unfair because not everyone is going to be able to convince the whole family that the pc needs vista"? Has it ever occurred to you that not "everyone" is a nine-year-old kid who wants their mommies and daddies to buy them expensive computers and software? You know, like the vast amount of PC gamers who have jobs that can save up for money to buy not only a copy of Vista and Halo 2, but a good PC and gaming peripheals and whatnot in general?
Pinch your pennies, dude.
