No, they are not.

The Forerunners labeled them "the Reclaimers" due to some random chance or Humans are the descendants of the Forerunners.

i don't think that they are one and the same, but i do think they are related somehow. whether it by genetic or not though is where i get lost. either way you look at it though humans and forerunner are tied together someway.

i don't think humans would have made such a weapon. they would know if they used it that they would all die. why wouldn't they leave some kind of notice for when humans evolved again and discovered it. humans are always leaving notes and communicating. and since the flood are still around, did the flood evolve again also? ya know, after being wiped out, did everything just happen again after some time?

Humans are constantly developing weapons to destroy themselves with. And if the forerunners were human they were most likely too arragant to think something may happen and leave messages warning future ring inhabitants. It's pretty clear that the flood was a weapon that got out of control.
