There are two main reasons I would not wish for an Elite campaign.
1.) I'd rather have a much longer campaign with the Master Chief.
2.) Halo is an immersive experience. You as a player are human, have a human psyche, speak the same language the marines do and your home is the Earth. Yet, you ARE the Master Chief. With all that you have in common with the Chief you can see yourself as the chief, empathize with his story and are impassioned to hate the Covenant for what they are.
As a side note, Hikaru should hate the Covenant, that's part of what immersion is all about. While he plays Hikaru is the Chief and his people are being massacred.
As a player you have nothing in common with an Elite, you're not going to understand a thing any of the other Covenant say and if they translate all the speech into English it loses its reality. You won't understand anything that's going on around you. The covenant have little concern for the sanctity of life that we do, have a completely different set of morals. The Covenant are alien and you cannot easily slip into their mindset.
So, while it might be interesting to play as "Yurg E'greet" the elite, a passionately devout zealot, it wouldn't have the power, nor the passion that the Chief engenders in his desperate fight to save his people.
