For those who have not seen the Microsoft Live Anywhere keynote.

9:30 and on is where he mentions Halo 2 and cross platform.

I saw this as well. It is obviously in direct conflict to the H2V FAQ.

If it is possible, will there be a way for the 360 users to download the user created content, such as custom maps?

All this means is that you will be able to contact and chat with your friends regardless of platform. It does not mean you will be able to play Halo2 with them.
