I'm writing fairly quickly, have skimmed over all of the posts in this thread, and am a bit woozy after classes. Bear with me.
The "community" is too hard to define because of the fact that there are so many people who are diametrically opposed. I've constantly seen the Septagon as the "community," or the best example of it at least, because it was the one that seemed to be mostly composed of people interested in Bungie, the site, the "community," or any combination of the three.
I would agree that the community, remembering the definition I have given, is beginning to deteriorate. However, I feel that it is a bit of a stage, and things will pick up. However, I think Nedus and Anton were right in saying that the deterioration is caused by the community itself, and only the community can fix the problems.
I am going to say that the causes of this deterioration are three-fold:
1) Division- There exist many groups of people that have split themselves over certain issues. What those issues are, I'm sure everyone has at least a vague idea. These factions are, for the most part, uninterested in interacting because they disagree so much.
2) Discussion- Some people only care about certain topics, and don't like to make topics of their own. Thus, some people either don't like the constant chattering about inane subjects, like, say, who got in the Halo 3 beta. Other people seek a discussion they can contribute to, and so many topics are simple questions that would be pointless to try to make additions, because the question has been answered. Thus, the topics are rather...boring. After all, the hottest topic in the Septagon right now, and oddly enough, practically the hottest topics to ever hit, is about the deterioration of the community on Bungie.net.
By the way, by "other people," I meant me.
3) Retreat- Where do you go when the forums are full of inane chatter and boring topics? Groups! Of course, not everyone runs off, but enough.
How has this guy not been made mod?
I think that covers a great deal of the current psyche of posters. Considering many lack the energy for large projects, the easiest thing that many can do is show support by contributing to the forums. But why contribute when it will feel wasted and unappreciated? Why prattle on about something your not passionate about?
I know this is the third time I've said this, but bear with me: This requires more thought to find an answer.
