I saw in one of the H2V screen shots, that a person was speaking durring the game, and I was wondering if that was going to be implemented into the game and how? Can some tell me please?

Yes, it will be implemented, I am not quite sure but it will either be volume sensitive or press a button to talk. Also please check the FAQ for H2V before asking questions about it.
Q: What are some boastable new features Halo 2 Vista will include?
A: Up to 1900x1200 screen resolution, dedicated servers, tools to create custom maps, extremely upgraded and fine-tuned graphics, text lobby chat (as well as a mic still), and in-game text chat.

I've never had luck with in game mic's. So I'll probably use xfire.

If you check the very first screenies, there's a small icon in the corner of two of them showing a guy's name and a volume icon. That's not the way it's done on Xbox, but to me that signifies voice chat. To tell the truth, though, I'm not all that excited about it. Besides important tactical chat, I would never want to talk over voice IP, and I'll probably end up muting it anyway to shut off all the annoying 11 year olds.
