I highly doubt they would add a feature for the rockets to track people as well. There's no need. Any rocket placed relatively close to them and at their feet should kill or maim them. Judging from the E3 video, the tracking rockets do not appear to be an instant kill when they strike a vehicle. It is probable that by precisely aiming the shot it could do more damage to the vehicle's driver. Whatever the case, it's definitely more of a liability to enter a vehicle now due to homing rockets and jacking. I'll be that the tracking feature was initially implemented as a way to take out banshees, as they were a tad imbalanced on PC.
Regardless of the new tracking feature, there will most likely be ways to dodge an incoming shot. As mentioned previously, using a boost in the ghost or banshee will probably save your ass. In the hog, if you corner sharply then you may be able to avoid it. I think it would be cool if you could actually shoot a decoy missile (from the turret) to throw it off, or perhaps even shoot out a rocket with the sub-machine gun. I swear there's been moments in my Halo LAN's where I have taken out an incoming rocket with a well-placed frag which detonated right as the rocket passed over the top of it. It also seemed like I shot one or two of them before, thus causing them to explode. Has anyone else experienced a similar phenomenon? At any rate, it's definitely hard to reproduce and even harder to prove.
Has anyone seem the Kikizo E3 shakey-cam footage? There is one scene where a rocket is fired from a ledge towards a hog and it traveled very fast. Not sure if that was just tracking mode, or what. The rockets in general appear to be way faster this time around. That would probably make prematurely detonating them all the harder.
