I'm not exactily sure but those things shoot at you when you drive around the mine field for a while and don't die. they come form the top of the towers. I don't know what happens when you get hit by them because they are extreemly inaccurate. but if you manage to get out past the barrier and get to the top of the towers you will find some easter eggs. They shoot the beam. They are leftover from some texture mapping tool. At least that's what i red on halo.wikia.com

looks like a laser shot but it gets cut at the tire so it could be a burn on the car

supposedly if each towers shoots at least once, a golden warthog appears at the edge on of the map. I've seen a tutorial on youtube.
