just like the energy sword only high level elites are able to posses a weapon of this class. this weapon was retired as a functional tool of war long ago when the elite race joined the covenant and only used the energy halberd for certain instances such as executions. but after the elite race seperated from the covenant they have been able to see a rebirth in their previous ways. as such is the case of the ascetic armor.
