Nope, it's a special thing that shows up on Valhalla on Halloween, on other days different things show up. That's the rock by the Base by the Lake, you can also see it on the Forerunner wall on the side of the map.

On November 11, you'll see Killroy.

Oh, and it doesn't work if you're playing splitscreen.
